About

Your fractional CTO, without the full-time cost.

ColPR is a Jacksonville fractional CTO firm for small and midsize businesses. We help owners simplify websites, automate manual work, reduce unnecessary tech costs, and move projects forward with clear guidance and accountable delivery.

    Why we built ColPR

We started ColPR because small and midsize businesses deserve senior technology judgment without hiring a full-time CTO. Too many owners we talked to had been oversold, underserved, or left to figure out technology decisions alone.

Our work is built on four principles: clarity over complexity, practicality over hype, partnership over vendor distance, and progress over perfection. We focus on right-sized systems, focused first wins, and accountable delivery.

    Meet the Team

    Alan Vargas, Co-Founder at ColPR

    Alan Vargas

    Co-Founder and Managing Partner

Alan leads business development and client relationships at ColPR. Before founding the firm, he spent 18+ years in financial services at Fidelity Investments and Bank of America, where his work spanned trading, advisory, regulatory operations, and senior business analysis. He brings deep experience translating complex technology decisions into plain-language guidance owners can actually act on. Alan was born in Colombia, raised in Jacksonville, and holds a BBA in Economics and International Business from UNF.

    Steven Baxendale, Co-Founder at ColPR

    Steven R. Baxendale

    Co-Founder and Managing Partner

Steven leads technical implementation and project management at ColPR. He brings PMP and PMIxAI certifications and over 300 enterprise SaaS implementations across firms including SS&C Advent, WizeHive, and Submittable. His focus is on accountable delivery: clear scope, visible boundaries, QA built into every milestone. Steven brings the operational rigor that keeps client projects on track and partner work delivering to spec.

How we came to work together

Alan and Steven met at the University of North Florida during a 2015 study abroad program in France. They stayed in touch through their respective careers in financial services and enterprise SaaS, and founded ColPR in August 2025 to bring fractional CTO services to small and midsize businesses in Jacksonville and beyond.

ColPR's name reflects both founders' heritage: Colombia and Puerto Rico.

    The Fractional CTO Model

A full-time CTO is out of reach for most growing businesses, and many public sector projects need disciplined implementation partners rather than another platform vendor. The gap of planning, vendor oversight, technology decisions, and accountable delivery is real and costly to ignore. That's the gap we fill.

    • Strategic technology planning aligned to business goals
    • Vendor selection, negotiation, and accountability
    • Project management and QA oversight
    • Plain-language communication with leadership and teams
